Step 1: Concern Voiced
*A concern is voiced regarding the progress of a student to the special education teacher.
*A referral may come from a screening test, or come from the student, the parent, a
classroom teacher, or from other district or private agency personnel.
*A review of the cumulative record, an interview with the referring person, and possibly a
classroom observation are minimum requirements for the pre-referral stage.

Step 2: Pre-referral Interventions
*Alternative interventions are attempted and effectiveness documented.

Step 3: Documentation of effectiveness

survey (if child is 15 or older).
